Every play lands in yes or no. The maybe pile is just there to keep you moving.

Once you've been through every card in a suit, revisit your maybe pile. With the rest of the suit behind you, most of those cards are easier to place. The goal is a pile of keepers, and you can always bring cards back later.
For each suit, the goal is a clean call on every card: yes or no.

Obvious fits. You can already see it working for your organization. - No
Obvious misses: impractical, off-scope, or not right for where you are. - Maybe
Optional, and temporary. When a card starts eating your time, park it here and keep moving. Once the rest of the suit is sorted, most maybes are easy to place.
Nothing about the sort is final. These are cards, not contracts — add a play back or pull one out as the rest of your playbook takes shape.
Aim to land every card in yes or no, one suit at a time, and get through the full deck before fine-tuning your yes pile. Sort, don't overthink.
